How the 360 Diagnostic works
What it measures, how it scores, what it can conclude — and what it deliberately refuses to conclude.
The Mini 360 asks twelve questions — two per operating system — and looks for the system with the weakest evidence-backed answers. It reports a likely constraint with a stated confidence level, treats every “Unknown” as a data gap rather than a zero, and refuses to name a constraint when too few questions were answered.
The scoring, plainly
- Each question describes a healthy operating condition. You answer Yes, consistently (2 points), Partly (1 point), No (0 points), or Unknown — I don’t track this.
- Each system’s score is normalized across its answered questions. Unknown answers are excluded from the score — they are counted separately as data gaps, because guessing a number for untracked evidence would be exactly the habit the framework exists to break.
- The likely constraint is the system with the weakest normalized score. Data gaps break ties toward the less-measured system.
Confidence labels
- Directional — most questions answered with tracked knowledge. Useful as a starting hypothesis.
- Low — several unknowns. The pattern is a hint; the data gaps themselves may be the real finding.
- Insufficient — too few answered questions to name a constraint. The diagnostic says so instead of inventing one.
What this diagnostic is not
It is not an audit, a benchmark ranking, or professional advice. It uses only what you report about your own agency — it has no access to your actual operating data, and it makes no claims about how your agency compares to others. A self-reported pattern is a reason to go measure something real, not a verdict.
The full 360 — run against actual operating evidence with system-by-system scoring, data-gap tracking, and a countermeasure/owner/review-date plan — is part of the authenticated MyECOS360 application. Individual results are private and never published or indexed.
What happens with your answers
The Mini 360 runs in your browser. Answers are not stored or transmitted unless you explicitly choose to email yourself the result, in which case we store the email address and the result summary needed to deliver it — nothing else. No phone number is required. See the privacy policy.
